The SMB Committee amplifies the voices of small and medium businesses across Canada’s defence and security ecosystem. Committee members advocate for equitable access to opportunities, identify emerging needs, and ensure the realities of defence SMBs are reflected in national policy and procurement discussions.

Committee Mandate & Purpose

The SMB Committee advises CADSI on issues affecting small and medium businesses in the defence and security sector. Members identify future needs for SMB-focused programs and policy advocacy to support growth and innovation. The committee turns real operational challenges into clear policy recommendations that strengthen competitiveness and national security. Connecting small business capabilities to procurement processes helps CADSI build an inclusive and sustainable defence industrial base.

Historical Context

SMBs make up most of CADSI’s membership and drive innovation across the defence industrial base. CADSI formed the SMB Committee to give small businesses a dedicated voice in advocacy. Since then, the committee has ensured SMB perspectives are reflected in national defence policy, industrial programs, and procurement reform.

Member Expectations

Committee members are senior representatives from CADSI’s SMB member companies who contribute their expertise to help CADSI:

Provide real-world insight into the challenges facing defence SMBs
Advise on advocacy priorities that reflect small business perspectives
Strengthen collaboration between SMBs, primes, and government stakeholders
Champion programs and partnerships that enhance SMB participation in defence supply chains

Meeting schedule
Four meetings per year (quarterly)
Held virtually via Microsoft Teams
Ad hoc working groups formed as needed for time-sensitive issues

3–20 members from CADSI SMB member companies
Representation across key domains: cyber, aerospace, land systems, marine, and emerging technologies
Regional diversity across Canada
Mix of established small businesses and high-growth startups
Member responsibilities
Provide insights on SMB operational and market challenges
Contribute to CADSI policy submissions from an SMB perspective
Share best practices for navigating defence procurement and supply chains
Participate in government consultations when invited by CADSI
Champion SMB visibility in broader industry discussions

Industry Chair
The committee is chaired by an industry representative elected annually by committee members and approved by CADSI’s President and Board of Directors.

May provide updates during CADSI’s Annual General Meeting

Eligibility Requirements
To be considered for membership, candidates must:
Belong to a CADSI member company in good standing
Meet the SMB definition (typically under 500 employees)
Be actively engaged in Canada’s defence or security sector
Demonstrate a commitment to collaborative advocacy and industry growth
Application Process
Nominations open: June each year
Nomination requirement: Must be nominated by an existing committee member
Selection: Determined by majority vote of current members
Term: Three years (shorter terms may be considered as needed)
New member start: September
