THANK YOU, LOUISE, FOR YOUR INTRODUCTION. MY TEAM AND I APPRECIATE THE EFFORT THAT YOU HAVE PUT INTO THE NAVY OUTLOOK OVER THE YEARS, AND I THANK YOU FOR YOUR COMMITMENT TO THE ASSOCIATION, TO OUR MEMBER COMPANIES, TO THE ROYAL CANADIAN NAVY AND TO THE WORK WE ALL DO TOGETHER.

LAST YEAR, NATIONAL DEFENCE PUBLISHED THE DEFENCE ACQUISITION GUIDE THAT PROVIDES GREATER TRANSPARENCY ON POTENTIAL DEFENCE CAPABILITY REQUIREMENTS OF THE CANADIAN ARMED FORCES OVER THE NEXT 2O YEARS. FOR THE NAVY, THE DAG IDENTIFIES 23 CAPABILITY DEVELOPMENT PROJECTS RANGING FROM NEXT-GENERATION RADIO SUITES TO CANADIAN SURFACE COMBATANTS. IN FACT, THIS MAKES A NICE SEGUE INTO MY NEXT POINT.

THE RECENTLY-ANNOUNCED CANADIAN SURFACE COMBATANT PROGRAM – A $24 BILLION MEGAPROJECT THAT WILL RE-EQUIP OUR NAVY AND CAN AND SHOULD BE USED TO SHAPE PARTS OF OUR DEFENCE INDUSTRY AND OUR NATIONAL INTERESTS LONG INTO THE FUTURE.

A QUICK ESTIMATE - AND I HAVE THE LUXURY OF NOT HAVING TO BE HELD TO THIS NUMBER LIKE SO MANY OF YOU ARE ONCE THESE THINGS GO PUBLIC - IS THAT THERE IS PROBABLY $5 TO $10 BILLION OF POTENTIAL CANADIAN WORK SHARE IN THE CSC AND WE KNOW THAT WITH WHAT HAPPENS IN THE ACQUISITION PHASE OF A PROCUREMENT, IS “THE GIFT THAT KEEPS ON GIVING” THROUGHOUT THE NEXT 20 TO 35, MAYBE EVEN 40 YEARS. I’M TALKING ABOUT THE FOUNDATION THAT GETS SET FOR IN-SERVICE SUPPORT, MAINTENANCE, REPAIR AND OVERHAUL, TECHNOLOGY INSERTION AND UPDATES AND TRAINING; I COULD GO ON.

I KNOW WHEN YOU ARE MULLING LONG AND HARD OVER THE REQUIREMENTS, OVER THE NUMBER OF SHIPS, OVER THE CAPABILITY THAT YOU MUST HAVE IMMEDIATELY AND THAT WHICH WILL EVOLVE OVER TIME, THAT THINKING ABOUT CANADIAN INDUSTRY AND ITS ROLE IN ALL OF THIS MIGHT BE DISTRACTING. MANAGING US THROUGHOUT THIS PROCESS – COMPETING VOICES – MIGHT ALSO BE CHALLENGING. HOLD FAST. WHAT WE BUILD TOGETHER WILL BE OUR LEGACY. THIS IS HOW WE WILL SUSTAIN A PERMANENT SHIPBUILDING CAPABILITY IN CANADA, A MARITIME SUPREMACY, AND HOW WE CAN SUSTAIN A PERMANENT DEFENCE AND SECURITY INDUSTRIAL SECTOR IN CANADA. THAT IS MY MESSAGE… OUR MISSION.
